He earned his BA in Economics from the Federal University of Rio de Janeiro (UFRJ), Brazil, and completed postdoctoral research as a visiting scholar at the Center for the Blue Economy (CBE\/MIIS) in the United States and at the University of Bologna (UniBo) in Italy. Professor Santos is a member of the United Nations Division for Ocean Affairs and the Law of the Sea (UN DOALOS) pool of experts and serves on the technical panel of the Global Ocean Accounts Partnership (GOAP). With more than a decade of experience in teaching and research at the intersection of economics and international relations, his work focuses on the blue economy, ocean governance, marine spatial planning (MSP), and sustainable development, with particular emphasis on Latin America and the Caribbean (LAC) and the European Union (EU).
