This book studies how governments and private firms design contracts for public-private partnership (PPP) road infrastructure projects in the presence of both autonomous vehicles (AVs) and human-driven vehicles (HVs). As AVs become more widespread, governments are increasingly upgrading road infrastructure into smart roads or build new roads to accommodate AVs. PPP is an approach to delivering road infrastructure by involving private firms, which is being widely adopted around the world. This book addresses the need for PPP contract design that meets the unique challenges of AVs, such as traffic management policies, differentiated toll pricing, the effect in congestion time, and so on. The authors explore how AVs are changing the way governments and private firms collaborate to build and manage road infrastructure. The Hangzhou-Shaoxing Smart PPP Highway Project is used to illustrate how theoretical concepts are applied in practice, making the book highly relevant for both academics and practitioners.

Zhuo Feng, Ph.D., is an Associate Professor at Tianjin University, China. His research interests include Public Private Partnership (PPP), PPP and sustainable development, and project supply chain management. He earned his Ph.D. in Engineering Management and B.Sc. in Applied Mathematics from Tianjin University, China. During his doctoral studies, he was a visiting scholar in IEOR at the University of California, Berkeley. Dr. Feng has published over 30 research articles in high-level academic journals.

Meijun Jiang is a doctoral candidate at Dalian University of Technology, China. Her research focuses on renegotiation and contract design in PPP projects.

Ying Gao, Ph.D., is an Associate Professor at Xinjiang University and Tianjin University, China. Her teaching areas include international engineering contract management, engineering bidding, and English writing for international engineering management. Her research focuses on PPP contract management and international project management. Dr. Gao holds a Ph.D. in Management from Tianjin University and a Ph.D. in Philosophy from the University of Hong Kong. Her research on PPP contract design for road projects has appeared in high-impact journals.

Jinbo Song, Ph.D., is a Professor at Dalian University of Technology, China. He has extensive experience in BOT (Build-Operate-Transfer) project financing and has provided consulting services for multiple local governments and enterprises. Dr. Song has authored approximately 100 research papers in prestigious journals, and he has participated in the formulation and discussion of several national ministerial documents.
