This book provides a comprehensive scholarly examination of post-genocide resilience, governance, and long-term political recovery among Bosniaks and within the broader polity of Bosnia and Herzegovina. Combining rigorous empirical analysis with the insider perspective of the author, a governance scholar and a survivor of war and forced displacement in Bosnia and Herzegovina, the work bridges political science, public administration, genocide studies, and diaspora studies to address the long-term trajectories of institutional rebuilding, identity preservation, and community reconstruction among genocide survivors.

The book advances several interconnected arguments. It demonstrates that the Dayton Peace Agreement constitutionalized genocide outcomes, creating governance structures that enable denial and obstruction. It theorizes American strategic retrenchment as a structural stress test exposing post-genocide governance fragility. It documents genocide denial, including denial of the Srebrenica genocide, in Serbia and Republika Srpska, together with war-crimes revisionism in Croatia, as systematic governance strategies operating through education, media, monuments, and justice obstruction. It proposes a concrete organizational framework for transforming the Bosniak diaspora from fragmented mobilization into a professional strategic asset comparable to established ethnic advocacy organizations. It develops actionable pathways for economic development, Euro-Atlantic integration, and security consolidation, grounded in the author's resilience framework and a comparative analysis of Ireland and Kosovo, among others.

The work integrates adaptive governance, resilience scholarship, memory studies, critical semiotics, and comparative institutionalism, offering theoretical frameworks applicable not only to Bosnia and Herzegovina but also to other post-conflict and post-genocide societies. It is intended for researchers, graduate students, policymakers, and practitioners in genocide studies, conflict resolution, comparative politics, and public administration, as well as diaspora and advocacy organizations.

Dr. Haris Alibašić is a Professor in the Department of Business Administration at the University of West Florida's Lewis Bear Jr. College of Business, where he teaches in the Master of Science in Administration–Public Administration program. He brings three decades of combined professional and academic expertise spanning governance, strategic planning, resilience, public administration, ethics, and international development.

Dr. Alibašić's extensive international experience includes significant service with NATO, the United Nations Mission in Bosnia and Herzegovina (UNMIBH), and the Office of the High Representative in Bosnia and Herzegovina, where he contributed to governance reform, institutional capacity building, and post-conflict reconstruction. In 2022, as a Fulbright Specialist through the U.S. Department of State, he advised the Republic of Kosovo's Prime Minister and Office of Strategic Planning on national development strategies, strategic management frameworks, sustainable development integration, and governance structures.

He served as President (2008–2013) of the Congress of North American Bosniaks (CNAB), the largest Bosnian American organization in North America, gaining firsthand experience with diaspora organizing challenges, advocacy strategy development, and mobilization in support of the homeland. He is an international member of the Institute for Research of Genocide Canada.

He has published over 60 scholarly works, including five books, most recently Hybrid Intelligence for Effective Digital Governance (Springer Nature, 2026) and The Post-Factual Polity (Emerald, 2024), as well as more than 40 peer-reviewed journal articles and numerous book chapters.
