Rethinking Education and Poverty
Place, Policy and Power
Glenn Millington
This book examines how educational opportunity is shaped by the relationship between local conditions, national policy and unequal distributions of resources and influence. Drawing on research with professionals across education, public health and local government in Blackpool, UK, it takes the town’s designation as an Opportunity Area as the starting point for a wider exploration of educational reform in disadvantaged communities.
Combining practitioner testimony, personal reflection and critical policy analysis, the book reveals how poverty, insecure housing, poor health and pressure on public services intersect with school funding, accountability and institutional competition. It explores whose knowledge counts in policymaking, why consultation does not always translate into influence, and how professionals negotiate the tensions between national expectations and local realities.
Moving from analysis towards possibilities for change, the book develops a case for understanding the social determinants of education and sharing responsibility for educational opportunity across schools, public services and government. It offers researchers, policymakers and practitioners a grounded account of coastal disadvantage with relevance far beyond Blackpool, showing why meaningful progress requires ambitious expectations for pupils alongside sustained attention to the conditions in which they learn.
Glenn Millington is Senior Lecturer in Religious Education, Secondary, Further Education & Training at Edge Hill University, UK.
