Neoliberalism, Biopower, and the Production of Surplus Populations
The State of Exception
Dionysis Asimiadis
The book argues that neoliberalism functions not merely as an economic policy or ideology, but as a permanent state of exception that produces and manages "surplus populations." Synthesizing Marxian political economy with the biopolitical theories of Foucault and Agamben, it shows how globalization, financialization, flexible production, and indebtedness form an integrated regime of accumulation. Central to this analysis is the growing production of surplus populations whose lives are increasingly organized through precarity, exclusion, and differentiated forms of social incorporation. The book further develops the concept of the neoliberal state of exception to explain how legal and political protections are selectively restricted, suspended, or conditionalized. By connecting accumulation, governance, and social reproduction within a unified framework, it offers a powerful new interpretation of contemporary capitalism and its contradictions
