The Europeanization of Roma Advocacy
Lisa-Marie Heimeshoff
This book analyzes the Europeanization processes of domestic advocacy in the multilevel governance system of the European Union. It draws on four case studies of advocacy by Sinti and Roma in Germany and the Czech Republic to examine which factors support the Europeanization of Roma advocacy. Roma advocacy is an example of advocacy by weak interests; the goal is to understand under which conditions issues and advocacy organizations Europeanize, and under which conditions these remain at the domestic level. The empirical analysis is based on qualitative data from two campaigns by Sinti and Roma self-organizations from Germany and two campaigns by Roma self-organizations from the Czech Republic between 2011 and 2017. By taking a constructivist approach that involves ideas taken from sociology as well as political science about the Europeanization of interests, findings show how different modes of Europeanization of advocacy emerge in each campaign. Conceptually, this book takes a political and discursive opportunity structures approach rooted in social movement studies to identify the factors that support and hinder the Europeanization of domestic advocacy.
Lisa-Marie Heimeshoff has carried out research at the Institute for Migration Research and Intercultural Studies (IMIS) at Osnabrück University and at the University of Kassel, investigating the organizing and mobilizing of migrants and minorities. Her work focuses on applying concepts from social movement studies to migration research.
