One of the starting  points is the concept of\nnational innovation systems. The aim of this book  is to take\nFinland as an example illustrating the challenges faced          by\nsmall countries. The characteristics and performance of the\nFinnish  national innovation system of the last couple of\ndecades are analyzed. The  Finnish experience is put in a\nbroader context by comparing it with a few   other countries.\nThe development paths possible in the near future          are\nassessed.\nAccording to the results, many problems remain            despite\nfavourable developments in several technology indicators.\nThe   rigidities of the social institutions created during the\n1970s and 1980s    seem to have become obstacles for economic\nand technological development.   There are fairly large\ndifferences between the countries studied, and even  between\nthe culturally and historically close Nordic countries.\nHowever,Finland and Sweden seem to share the same kind of\nencompassing collective   risk-sharing systems, which may have\ndetrimental effects on, for instance,  incentives related to\ninnovativeness. Increasing globalisation requires     further\ndevelopment of the national system of innovation.                   Technology\npolicy must be seen as one part of more encompassing             social\nand economic policies, and the role of factors such                  as\nwell-functioning institutions, appropriate education and\nsound       incentive systems is highly important.\nThe papers of this book are written  by experts of various\nresearch disciplines.
