This second volume of a two-volume set examines how states, particularly middle and regional powers, institutions, and companies use economic instruments to build leverage and resilience in a shifting international order. Integrating narrative, regional, and sectoral dimensions within a coherent theoretical frame, it repositions geoeconomics as a central lens through which to explain how governance systems evolve as power diffuses across the international system.

The first part, Narratives of a Multipolar World, studies the competing global narratives of geoeconomics, providing key insights into the emerging global order. The second, Regional Anchors and Their Strategies, presents regional case studies from Asia, Europe, and Africa, showing how diverse actors operationalise geoeconomic strategies. The final section, Lessons from Critical Sectors, investigates the material underpinnings of geoeconomic power through energy markets, industrial policy, and strategic investment patterns.

Designed for both academic and policy audiences, each chapter combines conceptual discussion with empirical evidence. Offering a sharp account of how economic competition and cooperation are redrawing governance structures beyond traditional geopolitical boundaries, this volume will serve as a major reference to understand the changing grammar of global economic relations.

Prof (Dr) Tiago Luis Carvalho is a Professor of International Relations at the Portuguese Air Force Academy, Portugal. He holds a PhD in International Relations and a postgraduate diploma in European Union (EU) Law. He is a researcher at the Orient Institute, School of Social and Political Sciences, University of Lisbon, and at the Portuguese Air Force Academy Research Centre, Military University Institute, Portugal. His research focuses on the intersection of geopolitics and political economy, with particular emphasis on the geoeconomic dimension of EU-China relations. His publications address themes ranging from China’s internationalisation strategies to the EU’s struggle to balance liberalism with economic security.

Dr Monojit Das is an independent geopolitical analyst and the Honorary Advisor to IADN (Indian Aerospace and Defence News), India’s leading defence magazine since 2012. In addition to his academic engagements, he has experience in facilitating academic exchanges and promoting Indian education through institutional collaboration and coordination with ICCR, MEA, and GoI.
