Sheng Shihao is a Professor of Economics (Ph.D.), specializing in industrial economics, science and technology innovation policy, regional development, and public governance. He serves as Deputy Director of the Academic Committee of the Zhejiang Provincial Government Advisory Commission and holds several national academic positions.

He has published over 100 papers in leading journals such as China Soft Science and Innovation: Management, Policy & Practice, and authored or edited multiple books on regional development and industrial clusters. His research has received wide recognition, earning several First and Second Prizes for Outstanding Achievements from the Ministry of Science and Technology, the National Development and Reform Commission, and the Zhejiang Provincial Government.
