While Asia is home to some of the world’s most serious flashpoints, the region has not yet been able to establish a security regime like Europe’s OSCE to reduce risk and prevent conflict. The book draws from theories and empirical data to illuminate why Northeast Asian stakeholder countries have failed at security-regime formation since the Cold War despite past initiatives and an increasing necessity to establish a cooperative security mechanism. It argues that political climate and initiator’s impact are necessary for regime formation that also enables confidence- and security-building measures (CSBM). However, even if these conditions are satisfied, the facilitation of regime building will be determined by whether endemic challenges pose an obstacle in operationalizing CSBMs or can be overcome by stakeholder consensus or leadership. It explains that a NATO-like structure is ill-suited to reduce risk in Asia because it serves a different purpose of collective defense. Highlighting why European cooperative-security measures cannot be transplanted to Asia, the book proposes new ways that policymakers can approach cooperative security in Asia.

Duyeon B.
