This book examines the divergent trade policies adopted by major dairy-producing countries, asking why some nations—such as Canada and India—adopt highly protectionist approaches to dairy, while others—such as Australia, New Zealand, and the United States—pursue liberalized or export-oriented policies. Using a comparative political economy framework, the volume explores how domestic political institutions, rural livelihoods, electoral incentives, and global trade commitments shape the politics of dairy trade. Each chapter investigates a national case or thematic issue, revealing how deeply embedded dairy policy is in broader struggles over globalization, sovereignty, and economic development.

Kenneth Holland is a political scientist with a specialization in international relations, including a focus on international trade, with a PhD from the University of Chicago. He is a scholar of US-Canada relations and the foreign policy of Middle Powers, including those in Oceania, Asia and Europe. His current research explores the strategic, political,and institutional drivers of agricultural trade policy, with a particular focus on the global dairy sector.

Andrew Novaković is the E.V. Baker Professor of Agricultural Economics Emeritus at Cornell University's Charles H. Dyson School of Applied Economics and Management. With a career spanning over four decades, his work has focused on the economics of agricultural markets, particularly the dairy industry, including market regulation, trade policy, and supply chain coordination. Professor Novaković has advised state and federal agencies on dairy policy and served as an expert consultant with the U.S. Department of Agriculture.  His academic background includes a Ph.D. and M.S. from Purdue University.
