Vigilance and Democracy in Jamaica
The Role of Election Observers
Lisa Vasciannie
This publication considers Jamaica’s elections in light of its foreign relations, highlighting how its foreign relations and policy have intertwined with local politics and elections. Special focus is paid to the election observation, starting in 1997, and how observer evaluations have steered improvements in various aspects of elections. Given that the organizations that observe elections are more than mere abstractions, this appraisal is situated in a wider foreign policy perspective. The agenda and focus of election observations are the output of strategic interests and foreign policy. These interests include but are not limited gender, quota systems, artificial intelligence, campaign finance rules, etc. These interests and norms are determined by some states and international organizations and many developing states are eager to show their acquiescence. This book evaluates these dynamics.
