Several studies have revealed that misalignment between these processes remains a problem for many nations. While the importance of alignment between planning and budgeting is widely acknowledged, the limited attention that academic researchers and practitioners have given to investigating this alignment is a persistent issue. While there is plenty of literature discussing the planning and budgeting processes separately, this book presents useful investigations into current alignment and primary factors influencing alignment between the two processes, using examples from Asian countries, particularly Indonesia.

This book offers practical recommendations to help practitioners identify, manage, and mitigate misalignments between government planning and budgeting processes. This book serves as a valuable resource for policy reforms that aim to better align planning and budgeting processes within government agencies.

Moehamad Nawaludin - Moehamad Nawaludin is a civil servant in the Ministry of National Development Planning/National Development Planning Agency (Bappenas) of the Republic of Indonesia. He serves as a senior planner for numerous years and has been extensively involved in work related to system and procedures for planning and budgeting process. Not only has he dealt with topics and issues of development funding, but he has also played an active role in the formulation of government policy in Indonesia. He obtained his PhD in Asia-Pacific Studies from Ritsumeikan Asia Pacific University in Japan. His primary research areas include public policy - particularly topics and issues related to the planning and budgeting process, and studies on Southeast Asia and sustainable development. Yan Li - Professor Yan Li is a distinguished scholar in urban planning, environmental policy, and spatial analysis. She earned her Bachelor of Science in Urban and Regional Planning from Nanjing University, a Master’s degree in Urban Geography from East China Normal University, and a Ph.D. in Transport Engineering from Kyoto University. Before joining Ritsumeikan Asia Pacific University (APU) in 2000 as one of its founding faculty members, Professor Li worked as a research assistant at Ritsumeikan University and as an urban planning consultant. Over the course of her academic career, she has published extensively on urban environmental policy, sustainable development, transportation planning, and spatial analysis. In addition to her research achievements, Professor Li has made significant contributions to higher education leadership and curriculum development. She served as Dean of the Graduate School of Asia Pacific Studies and later led the establishment of the College of Sustainability and Tourism as its founding Dean. Her work has helped shape interdisciplinary education in sustainability and regional development. Professor Li is also committed to mentoring the next generation of scholars. This book, developed in collaboration with one of her Ph.D. students and based on his doctoral dissertation, reflects her dedication to academic mentorship and her continuing efforts to advance research and practice in public administration and policy studies.
