This research monograph examines agricultural e-commerce in emerging economies as a problem of market design rather than technology adoption. It asks a single question: how is digital readiness converted into trusted, formal and scalable agricultural transactions?
Kazakhstan serves as the primary case, combining substantial agricultural potential, long distances between producers and consumers, uneven regional development, strong digital infrastructure and active policy interest in platform-based market access. Drawing on fieldwork in Azerbaijan and Malaysia, the book compares three contrasting routes to the same problem: infrastructure-led and private, administration-led and public, and platform-led and public.
The author argues that readiness is conjunctive - the weakest layer binds - and that the constraint which recurs across all three countries is organisational: the capacity to aggregate dispersed smallholder output into commercially transactable consignments. The book closes with a sequencing framework for policy.

Azamat Zhanseitov is a researcher in Economics at Turan-Astana University and at the Academy of Public Administration under the President of the Republic of Kazakhstan, in Astana. His research investigates economic mechanisms for agricultural e-commerce, with particular attention to regional digital readiness, platform governance, institutional support, logistics, and farmer participation in digital marketplaces. His current research is connected with project AP26102757-KC-25, "Economic Mechanisms for Stimulating the Development of Agricultural E-Commerce in Kazakhstan," funded by the Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan.
